False Accusation Leads to Multiple Warrant Arrest

On October 15, 2019 at approximately 2:10 pm Parsons Police Officers responded to the 2500 block of Crawford for a report of a woman lying on the ground and acting strangely. Officers were told by the woman that she was sexually assaulted and there was a possible homicide as well. The female victim named Troy and Trampis Kellogg as the suspects in both crimes.

Officers witnessed Troy Kellogg walking away from the area and he took off. A short foot chase ensued, and officers apprehended Troy. He was found to have a Kansas Department of Corrections Arrest Detain order out for him. The investigation continued and Trampis Kellogg also was spotted and attempted to flee the area. He too was apprehended, and he was found to have a Neosho County warrant for his arrest.

The initial report of sexual assault and the homicide was found to be falsely reported. The alleged victim refused forensic examinations by medical staff and then refused to cooperate with law enforcement in any manner after the other victim was found. The reported homicide victim was identified and talked to by police investigators. The police department is sending to case to the Labette County Attorney for review if any charges are appropriate.

Parsons Police Chief Robert Spinks said "this incident is unfortunately a frequent event in Parsons. The Parsons Police Department investigates all reports of criminal activity, this investigation ended with the arrest of two men who were falsely accused but found wanted for other activity. This case and many like it can be traced back to illegal drug use due to the commonality of the arrestee's history with drug use. We are on a mission to stomp out the sale and use of death on our city."
